Under Proposition 1, the Mental Health Services Act (MHSA) will change to the Behavioral Health Services Act (BHSA) as of July 1, 2026.

For BHSA - the Community Program Planning Process (CPPP) helps identify what is and is not working for consumers.

Under BHSA three main categorizes are
allowed to be funded: Full Service Partnership/Wraparound, Housing and Behavioral Health Services and Supports. These services are for those with the most significant mental health, substance use disorders and housing needs, and for those who qualify through Medi-Cal.
